Pho\u00adto by Con\u00adnor Sharp<\/em><\/sup><\/figcaption><\/figure>\n\n\n\n<p>The Uni\u00adver\u00adsi\u00adty of Con\u00adnecti\u00adcut Sen\u00adate vot\u00aded on Mon\u00adday night to delay a require\u00adment that all under\u00adgrad\u00adu\u00adates take a course on anti-Black racism amid con\u00adcerns that requir\u00ading the course would be con\u00adsid\u00adered dis\u00adcrim\u00adi\u00adna\u00adto\u00adry by the Trump admin\u00adis\u00adtra\u00adtion.<\/p>\n\n\n\n<p>The course was first intro\u00adduced as a pop-up in 2020 fol\u00adlow\u00ading stu\u00addent advo\u00adca\u00adcy after the Black Lives Mat\u00adter protests. In May 2023, a pro\u00adpos\u00adal was adopt\u00aded to make the course a grad\u00adu\u00ada\u00adtion require\u00adment for all under\u00adgrad\u00adu\u00adates. Since then, the course had been in devel\u00adop\u00adment, and the require\u00adment had not yet been imposed.<\/p>\n\n\n\n<p>The course has cov\u00adered such top\u00adics as sys\u00adtemic and insti\u00adtu\u00adtion\u00adal racism, Black resis\u00adtance and Black resilience.<br><br>The uni\u00adver\u00adsi\u00adty coun\u00adsel advised the Uni\u00adver\u00adsi\u00adty Sen\u00adate that the anti-Black racism course require\u00adment as orig\u00adi\u00adnal\u00adly passed could be con\u00adsid\u00adered ille\u00adgal by the cur\u00adrent fed\u00ader\u00adal admin\u00adis\u00adtra\u00adtion. This comes after the U.S. attor\u00adney general\u2019s office issued a&nbsp;<a href=\"https:\/\/www.justice.gov\/ag\/media\/1409486\/dl?inline\">mem\u00ado\u00adran\u00addum<\/a>&nbsp;to all fed\u00ader\u00adal agen\u00adcies in July, estab\u00adlish\u00ading guide\u00adlines for unlaw\u00adful prac\u00adtices with fed\u00ader\u00adal fund\u00ading. These includ\u00aded race-based schol\u00adar\u00adships and cul\u00adtur\u00adal com\u00adpe\u00adten\u00adcy require\u00adments.<\/p>\n\n\n\n<p>Bob Day, the chair of the Sen\u00adate Exec\u00adu\u00adtive Com\u00admit\u00adtee, pro\u00adposed cre\u00adat\u00ading a task force to devel\u00adop the course, amid cur\u00adrent fed\u00ader\u00adal pol\u00adi\u00adcy changes and bud\u00adgetary con\u00adcerns. Pho\u00adto by Con\u00adnor Sharp<\/sup><\/em><\/figcaption><\/figure>\n\n\n\n<p>Andy Zhang, pres\u00adi\u00addent of the Under\u00adgrad\u00adu\u00adate Stu\u00addent Gov\u00adern\u00adment, said he was in favor of the task force, and that man\u00addat\u00ading the anti-Black racism course in this polit\u00adi\u00adcal cli\u00admate would draw unwant\u00aded atten\u00adtion to UConn. He added that he was con\u00adcerned that if UConn moved too quick\u00adly on requir\u00ading the anti-Black racism course, it could jeop\u00adar\u00addize future diver\u00adsi\u00adty ini\u00adtia\u00adtives.<\/p>\n\n\n\n<p>\u201cWe don\u2019t want to get rid of ABR, but we want to do it in a way that is fea\u00adsi\u00adble and suc\u00adcess\u00adful and works for every\u00adone,\u201d Zhang said, refer\u00adring to the anti-Black racism course.<\/p>\n\n\n\n<p>Dou\u00adglas Kauf\u00adman, an asso\u00adciate pro\u00adfes\u00adsor of lit\u00ader\u00ada\u00adcy in the Neag School of Edu\u00adca\u00adtion and a mem\u00adber of the sen\u00adate, urged his col\u00adleagues to reject the motion. He added that task forces often slow down ini\u00adtia\u00adtives.<\/p>\n\n\n\n<p>\u201cThere are real dan\u00adgers to push\u00ading back against oppres\u00adsive forces,\u201d Kauf\u00adman said. \u201cNev\u00ader\u00adthe\u00adless, his\u00adto\u00adry also tells us that when we don\u2019t do that, we face oppres\u00adsion for longer amounts of time.\u201d<\/p>\n\n\n\n<p>Oth\u00aders raised bud\u00adgetary con\u00adcerns. Alex\u00adis Boy\u00adlan, a sen\u00ada\u00adtor and a pro\u00adfes\u00adsor of art his\u00adto\u00adry and Africana stud\u00adies, not\u00aded that paus\u00ading the course will ensure that fac\u00adul\u00adty respon\u00adsi\u00adble for run\u00adning it will be paid and sup\u00adport\u00aded prop\u00ader\u00adly.<\/p>\n\n\n\n<p>\u201cWe can set\u00adtle the time\u00adlines we want, and if there is no way to fund it, that is going to be a major hur\u00addle that we\u2019re all going to have to face,\u201d Boy\u00adlan said.<\/p>\n\n\n\n<p>The course orig\u00adi\u00adnat\u00aded from stu\u00addents in 2020 at a vir\u00adtu\u00adal town hall meet\u00ading by the African Amer\u00adi\u00adcan Cul\u00adtur\u00adal Cen\u00adter. Shawn Sal\u00advant, an asso\u00adciate pro\u00adfes\u00adsor of Africana stud\u00adies and Eng\u00adlish, said the course was par\u00adtial\u00adly a response to reports of&nbsp;<a href=\"https:\/\/rms.research.uconn.edu\/wp-content\/uploads\/sites\/2719\/2021\/01\/UConn-Racial-Microaggressions-Survey.pdf\">microag\u00adgres\u00adsions<\/a>&nbsp;hap\u00adpen\u00ading on cam\u00adpus at the time. The course was offered as a pop-up course in 2020, 2021 and 2022.<\/p>\n\n\n\n<p>In 2023, Sal\u00advant and Stephany San\u00adtos, an assis\u00adtant pro\u00adfes\u00adsor-in-res\u00adi\u00addence in bio-med\u00adical engi\u00adneer\u00ading, were select\u00aded as co-chairs of the ad-hoc com\u00admit\u00adtee to move the require\u00adment pro\u00adpos\u00adal through the Sen\u00adate process.
