(ICE Office of Pub\u00adlic Affairs)<\/sup><\/em><\/figcaption><\/figure>\n\n\n\n<p>The Con\u00adnecti\u00adcut Treasurer\u2019s office is sched\u00aduled to meet this week with one of its invest\u00adment funds, Glob\u00adal Infra\u00adstruc\u00adture Part\u00adners (GIP), to dis\u00adcuss its involve\u00adment in depor\u00adta\u00adtion flights run by fed\u00ader\u00adal Immi\u00adgra\u00adtion and Cus\u00adtoms Enforce\u00adment.<\/p>\n\n\n\n<p>GIP has received invest\u00adments of approx\u00adi\u00admate\u00adly $400 mil\u00adlion from the state\u2019s pen\u00adsion fund over the past six years.<\/p>\n\n\n\n<p>One of GIP\u2019s funds is part own\u00ader of Sig\u00adna\u00adture Avi\u00ada\u00adtion, a fixed-base oper\u00ada\u00adtor (FBO) which sup\u00adports pri\u00advate char\u00adter flights \u2013 includ\u00ading those run by ICE \u2014 pro\u00advid\u00ading avi\u00ada\u00adtion ser\u00advices such as board\u00ading stairs, fuel and air\u00adcraft main\u00adte\u00adnance.<\/p>\n\n\n\n<p>Advo\u00adca\u00adcy orga\u00adni\u00adza\u00adtion Ground ICE alleged in a let\u00adter to the Treasurer\u2019s office that the work \u201cincludes func\u00adtion\u00ading as the pri\u00adma\u00adry fuel sup\u00adpli\u00ader for ICE flights orig\u00adi\u00adnat\u00ading from Hanscom Field in Bed\u00adford, MA and at Newark Air\u00adport in NJ \u2013 the two air\u00adports through which detainees from Con\u00adnecti\u00adcut most com\u00admon\u00adly pass.\u201d<\/p>\n\n\n\n<p>Ground ICE is urg\u00ading state offi\u00adcials to pres\u00adsure Sig\u00adna\u00adture to recon\u00adsid\u00ader its work with depor\u00adta\u00adtion flights.<\/p>\n\n\n\n<p>The Office of the State Trea\u00adsur\u00ader \u201c[does] not con\u00adtrol the man\u00adage\u00adment of spe\u00adcif\u00adic invest\u00adments with\u00adin [GIP\u2019s] port\u00adfo\u00adlio,\u201d Com\u00admu\u00adni\u00adca\u00adtions Direc\u00adtor Brett Cody wrote in an email to CT Com\u00admu\u00adni\u00adty News. In 2023, cur\u00adrent Trea\u00adsur\u00ader Erick Rus\u00adsell com\u00admit\u00adted a fur\u00adther $200 mil\u00adlion to GIP 5, mak\u00ading up 0.8% of the $25 bil\u00adlion fund.<\/p>\n\n\n\n<p>GIP 4, in part\u00adner\u00adship with pri\u00advate equi\u00adty firm Black\u00adstone and with Cas\u00adcade Invest\u00adment, bought Sig\u00adna\u00adture Avi\u00ada\u00adtion in 2021 in a $4.73 bil\u00adlion deal.<\/p>\n\n\n\n<p>Signature\u2019s work with ICE pre\u00addates GIP\u2019s own\u00ader\u00adship. An ICE inter\u00adnal&nbsp;<a href=\"https:\/\/jsis.washington.edu\/humanrights\/wp-content\/uploads\/sites\/22\/2025\/08\/IAO-AEX2-Schedule-20190711.pdf\">doc\u00adu\u00adment<\/a>&nbsp;from 2019 shows Sig\u00adna\u00adture Avi\u00ada\u00adtion list\u00aded as a des\u00adig\u00adnat\u00aded FBO for ICE flights depart\u00ading from and arriv\u00ading in 12 major domes\u00adtic air\u00adports in cities includ\u00ading Hous\u00adton, Atlanta and Chica\u00adgo. It is unclear whether ICE still uses the air\u00adports on this list; how\u00adev\u00ader,&nbsp;<a href=\"https:\/\/www.huffpost.com\/entry\/bill-gates-trump-ice-signature-aviation_n_68acd96fe4b0d17ae21e7ec4\">report\u00ading from oth\u00ader news media<\/a>&nbsp;has doc\u00adu\u00adment\u00aded Sig\u00adna\u00adture sup\u00adport\u00ading ICE flights at sev\u00ader\u00adal U.S. air\u00adports this year.<\/p>\n\n\n\n<p>Sig\u00adna\u00adture has a base at Bradley Inter\u00adna\u00adtion\u00adal Air\u00adport in Con\u00adnecti\u00adcut, but ICE is not known to have used that facil\u00adi\u00adty for depor\u00adta\u00adtion flights.<\/p>\n\n\n\n<p>Sig\u00adna\u00adture Avi\u00ada\u00adtion and GIP did not imme\u00addi\u00adate\u00adly respond to requests for com\u00adment.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Flight support<\/strong><\/h5>\n\n\n\n<p>The Office of the State Trea\u00adsur\u00ader usu\u00adal\u00adly meets with GIP at least once every quar\u00adter, accord\u00ading to Cody. How\u00adev\u00ader, he said that the Tues\u00adday meet\u00ading \u201cwas added specif\u00adi\u00adcal\u00adly to dis\u00adcuss and under\u00adstand the flight sup\u00adport.\u201d<\/p>\n\n\n\n<p>Rus\u00adsell will not be present at the meet\u00ading, with the pen\u00adsion fund man\u00adage\u00adment team lead\u00ading it on his behalf.<\/p>\n\n\n\n<p>Cody con\u00adfirmed that the office received a let\u00adter from Ground ICE, an advo\u00adca\u00adcy group con\u00adcerned with Sig\u00adna\u00adture Aviation\u2019s sup\u00adport for ICE flights. The group encour\u00adaged the office to meet with GIP to dis\u00adcuss the invest\u00adment.<\/p>\n\n\n\n<p>Accord\u00ading to the let\u00adter, when asked about their involve\u00adment with ICE, Sig\u00adna\u00adture Avi\u00ada\u00adtion and GIP have pre\u00advi\u00adous\u00adly assert\u00aded that the com\u00adpa\u00adny has no con\u00adtract with ICE but that it fuels air\u00adcraft from many dif\u00adfer\u00adent cus\u00adtomers and has no way of dif\u00adfer\u00aden\u00adti\u00adat\u00ading ICE flights from those not affil\u00adi\u00adat\u00aded with the agency.<\/p>\n\n\n\n<p>Cody said that the pri\u00adma\u00adry goal of Tuesday\u2019s meet\u00ading is to ver\u00adi\u00adfy some of the infor\u00adma\u00adtion in the let\u00adter.<\/p>\n\n\n\n<p>\u201cWe con\u00adfirmed to the advo\u00adca\u00adcy orga\u00adni\u00adza\u00adtion that we had already begun engage\u00adment with GIP on this sub\u00adject, and that engage\u00adment is ongo\u00ading,\u201d Cody wrote.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Record flight numbers<\/strong><\/h5>\n\n\n\n<p>Ground ICE is not the only advo\u00adca\u00adcy group close\u00adly mon\u00adi\u00adtor\u00ading this issue. Human Rights First, a non\u00adpar\u00adti\u00adsan orga\u00adni\u00adza\u00adtion found\u00aded in 1978, tracks flights with its new\u00adly imple\u00adment\u00aded ICE Flight Mon\u00adi\u00adtor, which releas\u00ades month\u00adly reports.<\/p>\n\n\n\n<p>Accord\u00ading to the&nbsp;<a href=\"https:\/\/humanrightsfirst.org\/wp-content\/uploads\/2025\/10\/US-Immigration-Enforcement-Flight-Report_Sep2025.pdf\">Sep\u00adtem\u00adber 2025 report<\/a>, the Trump admin\u00adis\u00adtra\u00adtion has con\u00adduct\u00aded almost 9,000 ICE flights between Jan. 20 and Sept. 30., with approx\u00adi\u00admate\u00adly 1,500 tak\u00ading place in Sep\u00adtem\u00adber alone \u2014 the high\u00adest month\u00adly total the mon\u00adi\u00adtor has record\u00aded in the last five years.<\/p>\n\n\n\n<p>Accord\u00ading to Savi Arvey, the direc\u00adtor for research and analy\u00adsis and refugee pro\u00adtec\u00adtion for Human Rights First, there are cur\u00adrent\u00adly no ICE flights tracked fly\u00ading into or out of Con\u00adnecti\u00adcut.<\/p>\n\n\n\n<p>Guadalupe Gon\u00adza\u00adlez is the flight mon\u00adi\u00adtor\u00ading coor\u00addi\u00adna\u00adtor for&nbsp;<a href=\"https:\/\/laresistencianw.org\/\">La Resisten\u00adcia,<\/a>&nbsp;a grass\u00adroots group based in Wash\u00ading\u00adton state, direct\u00aded by peo\u00adple who are per\u00adson\u00adal\u00adly affect\u00aded by immi\u00adgra\u00adtion enforce\u00adment.<\/p>\n\n\n\n<p>\u201cIt\u2019s our neigh\u00adbors, it\u2019s our close friends, it\u2019s our fam\u00adi\u00adly. I come from an immi\u00adgrant back\u00adground myself and it\u2019s very much made me pas\u00adsion\u00adate about what\u2019s going on,\u201d said Gon\u00adza\u00adlez.<\/p>\n\n\n\n<p>Gon\u00adza\u00adlez said La Resisten\u00adcia has been track\u00ading flights local\u00adly at King Coun\u00adty Inter\u00adna\u00adtion\u00adal Air\u00adport in Seat\u00adtle since May 2023 and has expand\u00aded its track\u00ading efforts nation\u00adal\u00adly as of May 2025. The orga\u00adni\u00adza\u00adtion tries to increase pub\u00adlic aware\u00adness through flight mon\u00adi\u00adtor\u00ading releas\u00ades such as their&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/11OQU8cyDYyBvlXGCXGBd87XkCYYYYBjd\/view?pli=1\">July 2025<\/a>&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/11OQU8cyDYyBvlXGCXGBd87XkCYYYYBjd\/view?pli=1\">report<\/a>, which details Sig\u00adna\u00adture Aviation\u2019s coor\u00addi\u00adna\u00adtion with air\u00adport offi\u00adcials over ICE flights using doc\u00adu\u00adments obtained through Free\u00addom of Infor\u00adma\u00adtion Act requests.<\/p>\n\n\n\n<p>\u201cWe real\u00adly inten\u00adsi\u00adfied our efforts because under the new Trump Admin\u00adis\u00adtra\u00adtion, we\u2019ve seen the vol\u00adume of flights triple,\u201d he said.<\/p>\n\n\n\n<p>Gon\u00adza\u00adlez said that with\u00adout Sig\u00adna\u00adture Avi\u00ada\u00adtion and oth\u00ader FBOs being will\u00ading to work with ICE, depor\u00adta\u00adtion flights wouldn\u2019t be able to enter and leave air\u00adports.<\/p>\n\n\n\n<p>\u201cThese pri\u00advate com\u00adpa\u00adnies have a big role, and it\u2019s impor\u00adtant that they\u2019re addressed because they make it eas\u00adi\u00ader for ICE to escape cul\u00adpa\u00adbil\u00adi\u00adty,\u201d Gon\u00adza\u00adlez said. \u201cBut at the end of the day, we want to end deten\u00adtion.
