Con\u00adnecti\u00adcut and 20 oth\u00ader states are suing the Trump admin\u00adis\u00adtra\u00adtion over new \u201cpolit\u00adi\u00adcal\u00adly moti\u00advat\u00aded\u201d rules for which pub\u00adlic ser\u00advice work\u00aders can get their stu\u00addent loans for\u00adgiv\u00aden that oppo\u00adnents say could impact mar\u00adgin\u00adal\u00adized groups.  <\/p>\n\n\n\n

The fed\u00ader\u00adal stu\u00addent loan for\u00adgive\u00adness pro\u00adgram, estab\u00adlished in 2007, for\u00adgives the remain\u00ading bal\u00adance on direct stu\u00addent loans after the bor\u00adrow\u00ader has made 10 years of pay\u00adments while work\u00ading for a pub\u00adlic ser\u00advice employ\u00ader. The pro\u00adgram has long sup\u00adport\u00aded health\u00adcare pro\u00adfes\u00adsion\u00adals, edu\u00adca\u00adtors and first respon\u00adders. <\/p>\n\n\n\n

In March, the Trump admin\u00adis\u00adtra\u00adtion cre\u00adat\u00aded new rules<\/a> for work\u00aders and com\u00adpa\u00adnies eli\u00adgi\u00adble for the Pub\u00adlic Ser\u00advice Loan For\u00adgive\u00adness Pro\u00adgram. The new rules grant Sec\u00adre\u00adtary of Edu\u00adca\u00adtion Lin\u00adda McMa\u00adhon the pow\u00ader to can\u00adcel loan for\u00adgive\u00adness and ban orga\u00adni\u00adza\u00adtions from the pro\u00adgram if their work engages in  \u201csub\u00adstan\u00adtive ille\u00adgal pur\u00adpose<\/a>.\u201d  <\/p>\n\n\n\n

Oppo\u00adnents wor\u00adry this vague word\u00ading will be used to pun\u00adish orga\u00adni\u00adza\u00adtions that sup\u00adport caus\u00ades the admin\u00adis\u00adtra\u00adtion oppos\u00ades or local gov\u00adern\u00adments that don\u2019t fol\u00adlow Trump\u2019s agen\u00adda.  <\/p>\n\n\n\n

\u201cIt is not ille\u00adgal to be a police offi\u00adcer. It is not ille\u00adgal to be a fire\u00adfight\u00ader. It is not ille\u00adgal to be an assis\u00adtant attor\u00adney gen\u00ader\u00adal, for sure. It is not ille\u00adgal to be a teacher, a [para\u00adpro\u00adfes\u00adsion\u00adal edu\u00adca\u00adtor], an admin\u00adis\u00adtra\u00adtor. It\u2019s not ille\u00adgal to pro\u00advide health care to chil\u00addren who need it,\u201d said Con\u00adnecti\u00adcut Attor\u00adney Gen\u00ader\u00adal William Tong in a Novem\u00adber press con\u00adfer\u00adence. \u201cIt\u2019s not ille\u00adgal to pro\u00advide health\u00adcare to sick peo\u00adple, even though they may have a com\u00adpli\u00adcat\u00aded immi\u00adgra\u00adtion sto\u00adry. In Con\u00adnecti\u00adcut, near\u00adly 12,000 res\u00adi\u00addents have received loan for\u00adgive\u00adness, and anoth\u00ader 12,500 bor\u00adrow\u00aders are enrolled in the pro\u00adgram, Tong said in a Novem\u00adber press con\u00adfer\u00adence. \u201cThe fed\u00ader\u00adal gov\u00adern\u00adment is about to pull the rug out from under\u00adneath them,\u201d he said. <\/p>\n\n\n\n

The CT Com\u00admu\u00adni\u00adty Non\u00adprof\u00adit Alliance, an orga\u00adni\u00adza\u00adtion of over 290 non\u00adprof\u00adits across Con\u00adnecti\u00adcut,  sup\u00adports a wide vari\u00adety of pro\u00adgrams to assist mar\u00adgin\u00adal\u00adized com\u00admu\u00adni\u00adties in the state, includ\u00ading health and addic\u00adtion ser\u00advices for indi\u00advid\u00adu\u00adals with intel\u00adlec\u00adtu\u00adal dis\u00adabil\u00adi\u00adties, behav\u00adioral health pro\u00adgrams for chil\u00addren, hous\u00ading pro\u00adgrams and edu\u00adca\u00adtion and job ser\u00advices for indi\u00advid\u00adu\u00adals com\u00ading out of prison.   <\/p>\n\n\n\n

Its mem\u00adber non\u00adprof\u00adits serve more than half a mil\u00adlion peo\u00adple in the state and employ more than 170,000. Pres\u00adi\u00addent and CEO Gian-Carl Casa said non\u00adprof\u00adits have been under\u00adfund\u00aded for too many years and the loan for\u00adgive\u00adness pro\u00adgram is an impor\u00adtant incen\u00adtive to attract and retain non\u00adprof\u00adit employ\u00adees.  <\/p>\n\n\n\n

\u201cIf they\u2019re under\u00adfund\u00aded, they can\u2019t com\u00adpen\u00adsate peo\u00adple well enough,\u201d he said. \u201cIf they can\u2019t get peo\u00adple, if they can\u2019t recruit them and retain them, they can\u2019t pro\u00advide ser\u00advices. That means the peo\u00adple who depend on those ser\u00advices don\u2019t get them. This pro\u00adgram is one way to help them stay.\u201d  <\/p>\n\n\n\n

The change to the loan for\u00adgive\u00adness pro\u00adgram could impact hir\u00ading in an area already fac\u00ading short\u00adages. Kate Diaz, pres\u00adi\u00addent of the Con\u00adnecti\u00adcut Edu\u00adca\u00adtion Asso\u00adci\u00ada\u00adtion, said pub\u00adlic ser\u00advice pro\u00adfes\u00adsions are already strug\u00adgling to attract peo\u00adple to their sec\u00adtor as work\u00aders are \u201cpub\u00adlicly abused and ridiculed\u201d by the Trump admin\u00adis\u00adtra\u00adtion. <\/p>\n\n\n\n

\u201cI was joy\u00adful\u00adly in a class\u00adroom, and I had to fight tooth and nail for the dol\u00adlars that I was able to get back for my ser\u00advice,\u201d she said. \u201cWe should not make it hard, we should make it joy\u00adful. We should make it a won\u00adder\u00adful oppor\u00adtu\u00adni\u00adty to serve one anoth\u00ader in any of the fields of pub\u00adlic ser\u00advice. We have an admin\u00adis\u00adtra\u00adtion that does not val\u00adue that work. That does not val\u00adue us.\u201d  <\/p>\n\n\n\n

Oth\u00aders say the fed\u00ader\u00adal loan for\u00adgive\u00adness pro\u00adgram makes pub\u00adlic ser\u00advice pro\u00adfes\u00adsions pos\u00adsi\u00adble for more peo\u00adple.  <\/p>\n\n\n\n

Dr. Cara Delaney, an assis\u00adtant pro\u00adfes\u00adsor of obstet\u00adrics and gyne\u00adcol\u00ado\u00adgy at UConn Health, said the pro\u00adgram made it finan\u00adcial\u00adly fea\u00adsi\u00adble for her to have a career in the pub\u00adlic sec\u00adtor. Although Delaney said she is about to ful\u00adfill her 10 years of ser\u00advice required for loan for\u00adgive\u00adness, she said the process has become very dif\u00adfi\u00adcult and stress\u00adful in the past year due to the \u201cambi\u00adgu\u00adi\u00adty\u201d of the new employ\u00ader qual\u00adi\u00adfi\u00adca\u00adtion rules. <\/p>\n\n\n\n

\u201cThis is gov\u00adern\u00adment inter\u00adfer\u00adence, and with the goal of cre\u00adat\u00ading an envi\u00adron\u00adment of fear and pow\u00ader\u00adless\u00adness, and despair,\u201d she said. \u201cAnd we must stand up to these efforts to tar\u00adget dis\u00aden\u00adfran\u00adchised com\u00admu\u00adni\u00adties.\u201d <\/p>\n","protected":false},"excerpt":{"rendered":"
